Jordan’s king orders army restructuring, three-year transformation plan

AMMAN — Jordan’s King Abdullah II on Saturday directed the restructuring of the armed forces and the development of a comprehensive strategy and roadmap to achieve a structural transformation of the Jordan Armed Forces over the next three years. The directive came in a letter addressed to Chairman of the Joint Chiefs of Staff Maj. Gen. Yousef Ahmed Al-Hunaiti, published by the Royal Hashemite Court. In the message, the king praised the Jordan Armed Forces as a national institution held in high regard by Jordanians, commending officers, non-commissioned officers and personnel for their dedication, professionalism and role in safeguarding the country’s security and borders. King Abdullah instructed military leadership to prepare a clear, comprehensive strategy and implementation roadmap to enable the armed forces to confront current and future threats, rapid technological developments and the expanding operational environment. He stressed the need to review requirements for modernization and restructuring to ensure the military’s organizational structure aligns with diverse operational environments, modern warfare methods and the realities of hybrid and non-traditional conflicts. The king said Jordan aspires to agile, flexible and highly capable armed forces, equipped and trained according to modern combat doctrines that ensure high readiness, professionalism and strategic deterrence. He called for simplified and effective combat doctrines tailored to each service branch, supported by optimal use of defensive and offensive capabilities. He emphasized protecting strategic and operational centers of gravity and enhancing command, control and communications systems through partnerships between military directorates, research centers and local and friendly defense industries. King Abdullah also highlighted the importance of achieving competitive advantage in selected operational domains, placing defensive and offensive cyber operations among key priorities, alongside investment in unmanned systems and artificial intelligence across all force levels. The letter called for maintaining sufficient reserve forces, strengthening logistical support systems to ensure supply chain sustainability, and studying the optimal integration of border guard units, gendarmerie and special police forces into operational plans. To advance defense manufacturing capabilities, the king directed the reorientation and strengthening of the Jordan Design and Development Bureau to serve as a core hub for research, development and production of advanced defense technologies in line with global standards. He also instructed that the strategy include clear steps to restructure military-affiliated investment funds and companies in accordance with the highest standards of governance and professional management.
