RIYADH — Minister of Human Resources and Social Development Eng. Ahmed Al-Rajhi has issued a ministerial order amending the schedule of violations and penalties under the Labor Law and its executive regulations. This amendment, which reclassifies several violations into defined categories, forms part of the ministry’s ongoing efforts to advance the work environment and enhance its stability and growth.The minister’s order is intended to strengthen labor market stability, safeguard workers’ rights, and enhance the attractiveness and flexibility of the work environment, thereby contributing to greater efficiency and sustainability across establishments.The ministry clarified that the new amendments align with the amendments to the Labor Law issued by a royal order issued earlier as well as the subsequent amendments to the executive regulations. The amendments include the reclassification of several violations into defined categories according to the nature of activities, thereby providing clearer guidance for establishments and employees in implementing and complying with the regulations. These categories include general violations applicable to all activities; violations specific to mining and quarrying operations; violations related to the provisions of the Maritime Employment Contract Regulation; violations concerning operations and maintenance activities; violations related to regulations governing recruitment and labor services of human resources and recruitment companies; violations related to regulations governing recruitment and labor services of recruitment offices; violations pertaining to the provisions of the Law of Domestic Workers; violations pertaining to regulations governing advertisements for support services; violations involving the employment of Saudis, recruitment of workers, or outsourcing without a license; and violations related to the provisions of the regulation related to agricultural workers, private shepherds, and similar categories. The ministry urged the interested parties to review the details of these amendments through its official website, noting that the updated schedule of violations and penalties will come into effect from the date of issuance of the ministerial decision. It is worthy to note that the Ministry of Human Resources and Social Development has sought feedback from the public and relevant stakeholders on the proposed amendments through the Istitla public survey platform.
